
Emily holds Bachelor’s degrees in Emergency Management and Psychology from Northwest Missouri State University. Since 2021, she has served as an Emergency Management Coordinator for the City of Aurora, Colorado. In her role, Emily leads continuity of operations planning (COOP), drives community outreach initiatives, and strengthens cross‑sector partnerships that support whole‑community resilience. Emily is known for her vibrant, people‑centered approach to emergency management. She has built a diverse and well‑connected professional network across the county and loves leveraging those relationships to support trainings, events, exercises, and collaborative preparedness efforts that boost the resilience of Aurora and neighboring communities. A bubbly extrovert at heart, Emily thrives on bringing people together and creating meaningful connections. She is excited to bring her enthusiasm, relationship‑building spirit, and passion for community to the Women of Emergency Management organization.

Rachel Cruz is the Emergency Management Program Manager for the University of Colorado Anschutz Medical Campus, where she guides campus wide emergency preparedness planning, training and exercises, and engagement efforts for students, faculty, staff, and visitors. With 15 years of experience in emergency management and project management, Rachel brings a broad, people centered approach to preparedness and crisis leadership. Before joining CU Anschutz, she worked with All Clear Emergency Management Group, delivering tailored preparedness solutions to healthcare coalitions, hospitals, government agencies, and universities nationwide. She also supported critical response efforts during the COVID 19 pandemic through her roles with Arapahoe County Public Health and the Tri County Health Department. Rachel’s early career as an oil and gas project manager helped her develop strong skills in team leadership, collaboration, and organizational coordination, foundations that continue to shape her approach to emergency management today. She is deeply committed to fostering environments where women can share their expertise and shape the future of their professions. Rachel is excited to serve on the Women of Emergency Management Membership Committee and to contribute to the supportive and empowering community the organization creates.

Serena is an Emergency Preparedness and Response (EPR) Specialist at Arapahoe County Public Health, where she strengthens community resilience through partnership-building, equitable preparedness planning, and community engagement. She began her public health career as a COVID-19 Case Investigator for Mesa County before moving into disease surveillance and later serving as the COVID-19 Operations Supervisor, overseeing critical response efforts during an unprecedented time. Her transition into EPR felt like a natural progression, offering valuable cross-training and the chance to support the broader public health system. Serena has led planning for individuals with access and functional needs, authored the department’s Crisis and Emergency Risk Communications (CERC) Plan, and serves as the Liaison Officer for the Public Health Incident Response and Support Team (PHIRST). She also serves on the leadership team for Women of Emergency Management, representing the Outreach and Membership Committee and fostering meaningful connections and professional support across the field.

Jacqueline T. Chavez is honored to serve as the Mentorship Committee Lead for WOEM, where she brings not only her professional expertise but also a deep passion for helping others grow. With years of experience in safety and emergency management, Jacqueline currently serves as the Safety & Emergency Management Administrator for the Department of Human Services in Denver. Throughout her career, she’s found joy in building connections, sharing knowledge, and supporting others in finding their path. As committee lead, Jacqueline is excited to foster a welcoming space where members can learn from one another, build lasting relationships, and feel empowered in their professional journeys.

Lindsay Brown is an Emergency Preparedness and Response Specialist with Arapahoe County Public Health (ACPH), where she leads the training and exercise initiatives within the Emergency Preparedness and Response Program. Ms. Brown is a seasoned public health professional with expertise in emergency management, crisis response, and preparedness training. She holds a Master of Public Health from Baylor University and a Bachelor of Science in Health Sciences – Public Health from Northern Arizona University. In addition to her role at ACPH, Ms. Brown currently serves as a Reservist with the Federal Emergency Management Agency (FEMA), supporting disaster response efforts across the country. Her contributions have been vital in national emergency operations, including deployments for Hurricane Idalia (2023) and Hurricane/Tropical Storm Helene (2024). Previously, Ms. Brown served as the Department Operations Center Coordinator at the Colorado Department of Public Health & Environment, where she played a key role in coordinating statewide emergency response activities. Her leadership was instrumental during major public health emergencies, including the COVID-19 pandemic, the Denver migrant response, and the Mpox outbreak. Her ongoing commitment to public health preparedness and her leadership in both local and national response efforts reflect a deep dedication to building resilient communities.
